Ir. Tay serves as the Project Development Director 2 of Rand Development Sdn. Bhd. and is the Owner and Developer of a boutique hotel in Labuan, East Malaysia. He brings extensive expertise in real estate and oil & gas development and construction.

Before joining the real estate industry, Ir. Tay accumulated over 36 years of experience in the oil & gas sector, specializing in engineering and project management for shipbuilding, offshore platform fabrication, testing & installation (T/I), commissioning, subsea pipeline fabrication and T/I, as well as onshore chemical plant fabrication, installation, and commissioning.

He has held senior engineering and project management roles at major companies including Sabah Shipyard, MMC Oil & Gas Engineering, Murphy Sarawak Oil, and Dialog Upstream.

Ir. Tay holds a Bachelor of Science in Mechanical Engineering from Leeds University, United Kingdom, and has been formally recognized as an Ingenieur (“Ir”) by the Board of Engineering, Malaysia, reflecting his professional achievements and commitment to the highest standards in construction and engineering.
